2017 Project of “Image rebuilding of recycling at tourist attractions and recycling dream taking off of remote area in Chiayi County”

This project was initiated to rebuild the image of the recycling at the tourist attractions by increasing the recycling facilities with local features and improving the environment cleaning in addition to the existing recycling settings at those sightseeing spots. Meanwhile, the recycling dream taking off activities were introduced in the elementary schools at remote area to leverage the power of the students to promote and implement the recycling actions in the remote area; There were some rewards provided for promotions and creations of recycling activities to support the schools to prepare the required teaching and sport equipments for students and even help the students to have their graduate trips. Also, daily supplements were provided in the local grocery stores as the recycling exchange rewards for citizens to enhance the recycle of glass wares, agricultural chemical containers and dry batteries etc. Besides, the recycling exchange rewards for the beach area were implemented to reinforce the garbage classifications at beach area and kept the ocean away from the wastes pollution; and a shopping street with dining services and gifts was planned to attract the tourists to stay longer in the sightseeing spots with a positive recycling image since all the merchants on the shopping street were well trained to do recycling actively. According to the requirements in the contract, all the manpower and equipment were ready to execute the project on 1st May, 2017 (Please refer to Environmental Protection Bureau, Chiayi County (abbreviated as EPB) Doc. No. EPB E1060011581 issued on 12th May, 2017 for inspection) and completed by 30th November, 2017. The project period was lasting for 7 months with everything on track; the key achievements were summarized as the following, I. Facilitate the image rebuilding of recycling at the tourist attractions of the rural and beach area. The working items included coaching the merchants in those areas to set the recycling equipments with local features, investigating the production and flow of the kitchen wastes and assessing the feasibility of reducing the kitchen wastes from the sources. There were 5 featured recycling facilities set in the Danyana, Taiping Cloud Ladder, Meishan Park, Nuputzu Grass and Julu Communities with the support of the Project; all the results and performances were great with 2,355 kg of the monthly average recycled quantity. After coaching, 10 merchants had set the recycling equipments with 755 kg of the monthly average recycled quantity at Budai Town. The the production and flow of the kitchen wastes were investigated at 22 restaurants of the Project covered region, including 20 big restaurants producing 8,620kg of cooked food wastes and 120 kg of raw kitchen wastes per month; however, all the wastes were well managed by qualified companies but the feasibility of reducing the kitchen wastes was considered and provided to EPB for further assessment. II. Recycling dream is taking off. The working item was focusing on the theme of “Recycling dream taking off” to help the children to make their dreams come true. The children in aboriginal communities could facilitate the recycling activities in their communities and share the good results in the press conferences. The Project allowed the children from 46 elementary schools of remote or mountain area to raise the requests of “Recycling dream taking off” with the designed form. 7 schools completed the applications with proposals by 5th June and 6 of them provided their achievement reports. An evaluation and selection meeting was conducted on 6th October, the first ranked was Houshanmei school, the second was Meibei school and the third went to Meijun school. Also, some other rewards went to Siding school for recycling creativity, Liming school for recycling contributions and Guanghwa school for recycling special award etc. The achievement press conference was conducted on 24th October to announce and rewards the winners and released the micro movie of the excellent achievements in schools to share their achievement with the government officers and invited guests. Meanwhile, a touching short video film was shot to record how these children did the recycling by themselves to prove their own values by Chiayi Friendship of Handicappers Association at Lumon Village, Juchi Township. People were awakened to do the recycling with good motivation by this film. III. Conduct the promotional activities of recycling at the remote area. The working item included 6 rewards exchange spots in grocery stores and started the exchange activities with 951 attendees for 38,544 pieces of glass wares, 11,555 pieces of agricultural chemical containers and 589 kg of dry batteries. NT$82,044 of Total recycling returns were generated. 11 events for recycling promotional seminars were conducted with 1,228 attendees; 11 events for recycling rewards exchange at the beach area were conducted with 1,278 attendees and collected 17,865 kg of recycling materials, including 14,366 kg of glass wares, 1,161 kg of plastic containers, 736 kg of dry batteries and 1,602 kg of paper containers. IV. Build a shopping center in the sightseeing spots with a positive recycling image. The working item was to survey 38 recycling stations set before and found 20 excellent, 7 medium and 11 low performance stations. Those low performed stations only had the kitchen wastes collected but no any other recycling facilities, including 1 station declined to keep the recycling equipment and would like to transfer the recycling equipment to other spots for use. 11 shopping centers in the sightseeing spots with a positive recycling image were built in Juchi Water Park and Donghsi Harbor Park area. There were transparent recycling containers there and the usage was monitored routinely. The results were good with the monthly average quantity of 691 kg. Additionally, a bottle compressor machine was introduced in the garbage transferring center of Alishan Township and managed by the cleaning team of Alishan Township Office. The volume of recycled bottles were reduced by more than 80% with reduced transportation cost and manpower and the effectiveness of recycling storage was elevated as well.
